关于支持河南翔宇医疗以商招商的意见

 

各乡（镇）人民政府，县人民政府各部门及有关部门：

为加强新形势下招商引资工作，充分发挥招商引资对优化产业结构、培育增长动能、促进经济转型升级的重要作用，实现我县康复设备产业的高质量发展，结合我县实际，提出如下支持意见，支持河南翔宇医疗开展以商招商。

一、对引进企业的政策支持

（一）生产型企业

1.租金补贴。入驻县康复医疗设备产业园的生产型企业前三年全额补贴，补贴标准为10元/平方米/月，第四、第五年减半补贴。

2.装修费用补贴。原则上入驻县康复医疗设备产业园的生产型企业享受装修费用补贴，补贴标准为企业装修费用的50%，补贴上限为100万元。

3.固定资产投资奖励。对入驻县康复医疗设备产业园的生产型企业，除基础设施建设外，对固定资产（生产、研发设备）投资1000万元以上的企业，按照固定资产投资额的10%给予奖励，最高奖励不超过200万元。

4.依据入驻企业对地方的财政贡献，前五年按照企业对地方财政贡献的70%，奖励给翔宇医疗指定的管理运营公司，运营公司与入驻生产型企业的奖励资金分配比例由其自行协商确定。

（二）配套型企业

1.租金补贴。入驻县康复医疗设备产业园的配套型企业前三年全额补贴，补贴标准为10元/平方米/月。

2.装修费用补贴。原则上入驻县康复医疗设备产业园的配套型企业享受装修费用补贴，补贴标准为企业装修费用的50%，补贴上限为50万元。

3.依据入驻企业对地方的财政贡献，前五年按照企业对地方财政贡献的70%，奖励给翔宇医疗指定的管理运营公司，运营公司与入驻配套型企业的奖励资金分配比例由其自行协商确定。

（三）商贸型企业

1.租金补贴。入驻县康复医疗设备产业园的商贸型企业前三年全额补贴，补贴标准为20元/平方米/月。

2.装修费用补贴。原则上入驻县康复医疗设备产业园的商贸型企业享受装修费用补贴，补贴标准为企业装修费用的50%，补贴上限为3万元。

3.对入驻县康复医疗设备产业园且年开票额度小于500万元的小微商贸企业，由企业自行申报，税务部门依法确定最低税负预警值后进行管理。

4.依据入驻企业对地方的财政贡献，前五年按照企业对地方财政贡献的70%，奖励给翔宇医疗指定的管理运营公司，运营公司与入驻商贸型企业的奖励资金分配比例由其自行协商确定。

二、对河南翔宇医疗的政策支持

1.通过河南翔宇医疗引进的康复医疗设备生产型企业，年销售额达到500万元以上的，每引进一家企业奖励翔宇医疗100万元。

2.通过河南翔宇医疗引进的康复医疗设备配套型企业，年销售额达到200万元以上的，每引进一家企业奖励翔宇医疗50万元。

3.通过河南翔宇医疗引进的康复医疗设备商贸型企业，在内黄完成注册且开票金额达到100万元后，每引进一家企业奖励翔宇医疗10万元。

三、统一集约管理

县域内新审批的医疗器械生产与经营企业原则上须入驻县康复医疗设备产业园。原有企业在经营许可证到期后，原则上须入驻产业园后再办理经营许可证等相关手续。

四、有关事项

1.河南翔宇医疗负责组建专业招商团队，围绕康复医疗设备产业开展专业招商。

2.河南翔宇医疗负责成立专业运营公司。专业运营公司针对入驻企业（生产型、配套型、商贸型）分别制定优惠政策，吸引企业入驻；入驻园区企业的优惠政策由运营公司负责统一向县产业集聚区申请兑现；河南翔宇医疗或专业运营公司为入驻企业提供物业管理、手续代办、销售合作、金融借贷、财税申报、补助申请、人才引进、法律咨询、品牌建设等多项服务；运营公司获得的政策支持主要用于支持康复医疗设备产业园项目研发、科技创新、基础建设、公共设施及绿化、物业管理、品牌建设、扩大生产和招商引资工作。

3.本意见所指的康复医疗设备产业园为河南翔宇医疗主导建设的生产厂房、办公场所和配套服务场所。

4.其它以商招商引进的康复医疗设备产业企业和招商企业可以参考本意见执行。

5.奖励支出（翔宇引进企业奖励和入驻企业享受奖励）累计原则上不得超过企业对地方的财政贡献，特殊情况“一事一议”。

6.本意见有效期五年，根据产业发展适时进行调整。

7.本意见由县招商引资领导小组办公室负责解释，内黄县产业集聚区负责实施。

Opinions on Supporting Xiangyu  Medical Merchants

 

To each township people's governments, each department of county people's governments and relevant units:

In order to strengthen the utility of attracting investment under the new situation, give fully play to the important role of attracting investment in optimizing the industrial structure, cultivating the kinetic energy of growth, promoting economic transformation and upgrading, and realizing the high quality development of rehabilitation equipment industry in our county, put forward the following supporting opinions in combination with the actual situation of our county.

I. Policy support

(i) Productive enterprises

1. Rental subsidy. The production enterprises in the county rehabilitation medical equipment industry park are fully subsidized in the first three years, the subsidy standard is 10 (CNY) / square meter / month, and the 4th and 5th years are halved.

2. Decoration cost subsidy. In principle, the production enterprises in the county rehabilitation medical equipment industry park enjoy the decoration cost subsidy, the subsidy standard is 50% of the enterprise decoration cost, and the upper limit of the subsidy is 1 million (CNY).

3. Fixed assets investment incentives. In addition to infrastructure construction, enterprises that have invested more than 10 million (CNY) in fixed assets (production, R & D equipment) shall be rewarded according to 10% of the investment in fixed assets, and the maximum reward shall not exceed 2 million (CNY).

4. According to the financial contribution of the resident enterprises to the local government, the first five years according to the enterprise's contribution to the local finance,70% will be rewarded to the management and operation company that Xiangyu medical designated. The proportion of incentive funds allocated between the operating company and the resident production enterprise shall be determined through consultation.

(2) Supporting enterprises

1. Rental subsidy.The supporting enterprises in the county rehabilitation medical equipment industry park are fully subsidized in the first three years --- 10 (CNY) / square meter / month.

2. Decoration cost subsidy. In principle, the supporting enterprises in the county rehabilitation medical equipment industry park enjoy the decoration cost subsidy, the subsidy standard is 50% of the enterprise decoration cost, and the upper limit of the subsidy is 500000 (CNY).

3. (3) Business enterprises

2. Decoration cost subsidy. In principle, the commercial enterprises in the county rehabilitation medical equipment industry park enjoy the decoration cost subsidy, the subsidy standard is 50% of the enterprise decoration cost, and the upper limit of the subsidy is 30,000 (CNY).

3. Small and micro-commerce enterprises that enter the county rehabilitation medical equipment industry park and have an annual invoice quota of less than 5 million (CNY) shall be declared by the enterprises themselves and managed by the tax authorities after determining the minimum tax burden warning value according to law.

4. According to the financial contribution of the resident enterprises to the local government, the first five years according to the enterprise's contribution to the local finance, 70 will be rewarded to the management and operation company that Xiangyu medical designated. The proportion of incentive funds allocated between the operating company and the commercial enterprises shall be determined through consultation.

II. POLICY SUPPORT TO Xiangyu Medical

1. Through Xiangyu medical introduction of rehabilitation medical equipment production enterprises, annual sales of more than 5 million (CNY), each introduction of an enterprise reward Xiangyu medical 1 million (CNY).

2. Through Xiangyu medical introduction of rehabilitation medical equipment supporting enterprises, annual sales of more than 2 million (CNY), each introduction of an enterprise reward Xiangyu medical 500000 (CNY).

3. Through Xiangyu medical introduction of rehabilitation medical equipment business enterprises, in Neihuang completed registration and the amount of 1 million (CNY), each introduction of an enterprise reward Xiangyu medical 100000 (CNY).

III. Unified and intensive management

In principle, the newly approved medical device production and management enterprises must be stationed in the county rehabilitation medical equipment industry park. After the expiration of the business license, the original enterprise must, in principle, enter the industrial park before handling the business license and other relevant procedures.

IV. RELATED MATTERS

1. Xiangyu Medical is responsible for setting up a professional investment team, around the rehabilitation medical equipment industry to carry out professional investment.

2. Xiangyu Medical is responsible for the establishment of a professional operation company. The specialized operation company separately formulates the preferential policy for the resident enterprise (production type, supporting type, trade type), attracts the enterprise to enter the residence; the preferential policy of the resident park enterprise is the responsibility of the operating company to apply to the county industrial agglomeration area uniformly; Xiangyu medical or professional operation company provides the resident enterprise with property management, formalities agency, sales cooperation, financial tax declaration, subsidy application, talent introduction, legal consultation, brand building and many other services for the resident enterprise; The policy support obtained by the operating company is mainly used to support the R & D, scientific and technological innovation, infrastructure construction, public facilities and greening, property management, brand building, expansion of production and investment promotion of the rehabilitation medical equipment industry park project.

3. The rehabilitation medical equipment industry park referred to in this opinion is the production plant, office space and supporting service place of Xiangyu medical leading construction in Henan Province.

4. Other rehabilitation medical equipment industry enterprises and investment enterprises may refer to this opinion.

5. Expenditure Reward (For the enterprises Xiangyu introduced and resident enterprise enjoy reward) accumulative total must not exceed the enterprise to the local financial contribution in principle, the special circumstance "one matter one discussion ".

6. This opinion is valid for 5 years, according to industrial development timely adjustment.
